Dover Police Arrest 27-Year-Old on Six Felony Counts of Possession of Child Sexual Abuse Images

Dover Police say a city resident was arrested after an investigation stemming from a tip to the New Hampshire Internet Crimes Against Children (ICAC) Task Force.

According to the release, on the evening of October 1, 2025, detectives arrested Devin Finnegan, 27, of Dover, on six felony counts of Possession of Child Sexual Abuse Images. Investigators identified Finnegan as a suspect and obtained an arrest warrant and a search warrant for his property. He was taken into custody without incident. The search yielded electronic evidence that will require further analysis.

In accordance with state law, Finnegan was not eligible for bail and is being held at the Strafford County House of Corrections. He is scheduled to be arraigned on Thursday, October 2, 2025, at 10:00 a.m. in the 7th Circuit Court – District Division – Dover.
