Dover Police Arrest 66-Year-Old on Felony Reckless Conduct After Spruce Lane Incident

Dover Police say a city man surrendered after detectives obtained a warrant stemming from a motor vehicle disturbance on Spruce Lane.


According to the release, Richard Hebbard, 66, of Dover, turned himself in on the afternoon of September 29, 2025. He is charged with Reckless Conduct, a felony offense. The investigation began after officers responded to Spruce Lane, where an adult male runner alleged Hebbard drove at him, nearly striking him and forcing him off the roadway.


Hebbard is being held in preventative detention at the Strafford County House of Corrections and is scheduled to be arraigned on Tuesday, September 30, 2025, at 10:00 A.M. in the 7th Circuit Court – District Division – Dover.
