Pelham Police Arrest Registered Sex Offender for Failure to Comply

PELHAM, N.H. — Pelham Police arrested Manuella M. Gibson-St. Germain, 60, of Pelham on November 7, 2025, on a warrant for Sex Offender Registration – Knowing Failure to Comply.
According to investigators, Gibson-St. Germain is a registered sex offender following a conviction under NH RSA 632-A:3, II (Felonious Sexual Assault: victim 13 or older and under 16; age difference more than four years). Detectives received information that she traveled outside New Hampshire in 2024. An investigation by Detective Huertas determined she was out of state for more than five days within a 30-day period and did not report that travel within five business days as required.
An arrest warrant for the Class B felony was granted. Gibson-St. Germain was taken into custody, appeared before a bail commissioner, and was released on personal recognizance. She is scheduled to be arraigned December 15, 2025, at 8:00 a.m. in Salem District Court.
