Rochester Updates Union Street Parking Lot Project; Barker Court to Become Pedestrian Walkway

Rochester officials issued an update on the $1.75 million reconstruction of the Union Street Parking Lot, noting new accessibility and environmental features, a pending pedestrian-only connection via Barker Court, and potential timeline impacts due to underground conditions.


The project will slightly increase parking capacity and add handicapped-accessible spaces, electric vehicle charging stations, and a consolidated dumpster corral for nearby businesses and residents. Environmental upgrades include bioretention basins, tree filter boxes, and a closed drainage system to manage stormwater and protect the Cocheco River.


Public Works reports unexpected underground utility and grading issues that may affect the schedule. Crews are working with contractors and utility providers to address the challenges and determine next steps. Beginning Thursday, October 2, 2025, Barker Court will shift to a new traffic pattern and become a pedestrian-only walkway connecting Wakefield Street to the Union Street lot.
