Fawn Gobis Sentenced for Theft and Medicaid Fraud; $10,998 Restitution Ordered

CONCORD, N.H. — Attorney General John M. Formella announced that Fawn Gobis, 60, of Manchester, has been sentenced in Merrimack County Superior Court for her role in a 14-month Medicaid fraud scheme.
According to the announcement, between December 2020 and February 2022, Gobis submitted false timesheets and documentation to a Medicaid area agency, claiming that her son, Cody Gobis, was providing Medicaid-covered services to a New Hampshire recipient. In reality, Cody Gobis was living in Colorado and could not have rendered those services. Based on the false submissions, the agency submitted claims to Medicaid, and Fawn Gobis unlawfully received $10,998.15 in benefits. Cody Gobis pleaded guilty in July 2024 to a class A misdemeanor charge of Receiving Stolen Property for his involvement.
Following a jury trial in August 2025, Fawn Gobis was convicted of class A felony Theft by Deception and two class B felonies: Medicaid Fraud – False Claims and Medicaid Fraud – False Statements. On October 14, 2025, the Court imposed the following sentence: 12 months in jail on the Theft by Deception conviction, with six months suspended for two years pending good behavior. For the remaining felony charges, the Court imposed 1–3 years in prison, fully suspended for seven years under similar conditions. The sentences will run consecutively, if imposed.
Additional conditions ordered by the Court include no contact with agency witnesses, a prohibition on handling Medicaid funds, and restitution of $10,998.15 to the New Hampshire Department of Health and Human Services.
The case originated from a referral by DHHS’s Program Integrity Unit and was investigated by Financial Investigator Timothy Brackett and Auxiliary Trooper Eric Shirley of the NH DOJ Medicaid Fraud Control Unit. Prosecution was handled by Assistant Attorneys General Andrew Yourell and Connor Buchholz.
The Medicaid Fraud Control Unit prosecutes fraud by healthcare providers who treat Medicaid beneficiaries. To report suspected provider fraud, the Unit can be reached at (603) 271-1246. The Unit receives 75% of its funding from the U.S. Department of Health and Human Services under a grant totaling $1,032,556 for Federal FY 2025; the remaining 25% ($344,185) is funded by the State of New Hampshire.
