Maine DPFR warns of DocuSign-themed phishing emails targeting licensees

AUGUSTA, Maine — The Department of Professional and Financial Regulation (DPFR) is warning Mainers about a phishing scam impersonating the agency and leveraging fraudulent DocuSign messages.


According to DPFR, some licensees and other businesses have received emails purporting to be from the department that include a DocuSign link and references to “State of Maine Professional and Financial Regulation.” The messages are not from DPFR and have been reported to DocuSign.


DPFR says the scam emails may include the following elements:


  • Sender shown as “Docusign NA3 System (dse_NA3@docusign.net)”

  • Subject line “Complete with Docusign” or left blank

  • A DocuSign link claiming to be from “State of Maine Professional and Financial Regulation”

  • A fake DPFR contact address: info_dpfr@macr2.com



Commissioner Joan Cohen urges anyone receiving a suspicious email claiming to be from DPFR with a DocuSign request to report the email to DocuSign and follow DocuSign’s guidance on handling and reporting suspicious messages. Do not click the “Review Document” link.


For questions about other communications that appear to come from DPFR, the department advises recipients to contact their known DPFR representative directly or email DPFR@maine.gov to verify whether the message is legitimate.


DPFR notes that general guidance on recognizing and reporting suspicious DocuSign emails—as well as steps to take if a malicious link was clicked—is available on DocuSign’s website. Additional information about DPFR, including links to its regulatory agencies and contact details, can be found on the department’s website.


Residents who believe they have interacted with a fraudulent message should take appropriate precautions and verify any requests for information or payments through official channels before responding.
