Rochester Man Apprehended by Portsmouth K9

On August 02, 2025, at 9:52pm, Portsmouth Police were dispatched to Greenleaf Avenue for a report of loitering and prowling. A male was reportedly knocking on windows and concealing himself on the backside of a residential property. K9 Frankie was subsequently dispatched to the area and tracked the male into the woods where the male was concealing himself behind a tree. The male was safely taken into custody without resistance. Kevin Russell (Age 38) of Rochester, NH was identified and charged with the following offenses:

Felony Stalking

Loitering and Prowling

Mr. Russell was held on Preventive Detention and brought to Rockingham County Jail with a pending arraignment of August 04, 2025.
